Development Trend of China's Integrated Circuits: Three Major Transfers of Regional Integration

In January 2011, the State Council formally issued the “Circular of the State Council on Printing and Distributing Certain Policies to Further Encourage the Development of Software Industry and Integrated Circuit Industry” (GF (2011) No. 4). The policy further clarified the importance of the integrated circuit industry, namely: The software industry and integrated circuit industry are strategic emerging industries of the country and are important foundations for national economy and social informationization."

The overall distribution pattern of the formation of the three major regional agglomerations can be seen from the distribution map of integrated circuit output values of various provinces in China in 2010. At present, the distribution of China's integrated circuit industry clusters has further manifested and has initially taken shape in the Yangtze River Delta, the Bohai Rim, and the Pearl River Delta. The spatial structure of the industry gathered in the core region. In 2010, sales revenue of the three regional integrated circuit industries accounted for nearly 95% of the country's overall industry scale.

The Bohai Rim region including Beijing, Tianjin, Hebei, Liaoning, and Shandong Provinces is an important domestic R&D, design, and manufacturing base for integrated circuits. The region has basically formed a design, manufacturing, packaging, testing, and equipment and materials industry. The chain has the conditions for mutual support and collaborative development. In 2010, the scale of the IC industry in the region was 26.889 billion yuan, accounting for 18.8% of the overall scale of the domestic IC industry.

The Yangtze River Delta region, which includes Shanghai, Jiangsu, and Zhejiang, is the most important integrated circuit development and production base in China, and occupies an important position in the domestic integrated circuit industry. At present, 55% of domestic integrated circuit manufacturing companies, 80% of packaging and testing companies, and nearly 50% of integrated circuit design companies are concentrated in the region. In the Yangtze River Delta region, a relatively complete integrated circuit industry chain including research and development, design, chip manufacturing, packaging and testing, and supporting industries has been initially formed. In 2010, sales of the integrated circuit industry in the region reached 9.843 billion yuan, accounting for 67.9% of the nation's integrated circuit industry.

The Pearl River Delta region is an important electronic machine production base and a major integrated circuit device market in China. The demand for integrated circuit market has always occupied more than 40% of the country. Relying on the developed electronics manufacturing industry, the IC design industry in the region has developed rapidly in recent years, and its share in the domestic IC industry has also increased year by year. In 2010, the sales revenue of integrated circuits in the region has reached 12.162 billion yuan, accounting for 8.4% of the nation's integrated circuit industry.

The overall distribution of "one axis and one zone" shows that the integrated circuit industry has high requirements for local resource conditions. Therefore, at present, the domestic integrated circuit industry is basically distributed in provincial capital cities or coastal cities with separate plans, and basically presents the distribution characteristics of “one axis and one zone”, namely, the "integrated development axis along the Yangtze River" in the east of Shanghai and the west of Chengdu. As well as the “coastal industry belt” of IC industry from Dalian in the north to Zhuhai in the south.

Comprehensive domestic IC industry's own industry characteristics and future development trends, as well as the overall trend of domestic regional resource conditions and economic development, the next 5 to 10 years, the overall spatial layout of China's integrated circuit industry will present a The Trend of Eastward Movement ". That is, the regional distribution of industries will be more concentrated, and the regional investment of enterprises will tend to be dispersed; the design industry will converge to the east and the manufacturing industry will shift to the west.

Specifically, with the increasingly prominent agglomeration effect of the integrated circuit industry in the central area and the central city, the regional distribution of the domestic integrated circuit industry will be further concentrated in these areas.

Correspondingly, as the strength of domestic integrated circuit companies continues to increase, the tendency for them to go out of their respective regions for national and global distribution will become increasingly apparent, and regional investment by enterprises will tend to be dispersed accordingly. At the same time, the integrated circuit design industry will converge to the intellectually-intensive regions in the east while the IC packaging and testing industry will shift to low-cost regions in the west.

The integrated circuit design industry will continue to be a leader in the integrated circuit industry for regional integrated IC design industry where production and learning are closely integrated. Its development not only requires the traction of intellectual resources such as talents and technology, but also requires manufacturing bases such as chip manufacturing and packaging and testing. Support. The accelerated development of the integrated circuit design industry in the Yangtze River Delta region has confirmed this. In the future, the domestic integrated circuit design industry will further converge to a tightly integrated industrial and academic region. The Yangtze River Delta region centered on Shanghai and the Beijing-Tianjin region centered on Beijing will become even more prominent in the field of integrated circuit design.

The chip manufacturing industry will extend the development of the chip manufacturing industry to areas with abundant capital. On the one hand, it requires large capital investment, and on the other hand, it also requires relatively low costs. This is illustrated by the fact that the current construction of the US chip manufacturing line is expanding beyond the Silicon Valley. In the future, the domestic chip manufacturing industry will also extend to capital-rich regions. And Dalian, Wuxi, Suzhou and other coastal second-tier cities with high investment and low cost advantages will be the key areas for the construction of chip manufacturing production lines.

The packaging and testing industry will accelerate the transition to low-cost regions. With the increasingly fierce market competition, the packaging and testing industry will pay more attention to low cost. At present, major domestic packaging and testing companies have started to move out of Shanghai and other central cities. In the future, the domestic packaging and testing industry will accelerate the transition to low-cost areas. Central cities such as Wuhan and Hefei, with convenient transportation, will be the key areas for the future transfer of packaging and testing industries.
